Introduction

On December 2, 2025, StarHope filed a referral with the CNIL regarding the systemic exposure of personal addresses through public registries (INPI, BOPI, RNE, Kbis).

A complete, structured, and legally grounded case, supported by concrete evidence.

On April 17, 2026, the CNIL responded.

StarHope will not file further referrals, considering the CNIL unfit to address this issue.
StarHope does something far more effective: it holds up a mirror.

What StarHope Observes

  • A minimal response after several months of processing,, with a standardized tone, close to a template or automated reply.
  • No structured response on the merits, despite a detailed argument based on multiple GDPR articles.
  • A protection of the existing legal framework, even when it concretely exposes citizens, instead of questioning its adequacy in today’s reality.
  • An implicit dismissal of the public interest, deemed irrelevant to the analysis, in favor of a strictly procedural approach that obscures the issue.
  • A protection of existing institutions, rather than a willingness to improve or adapt practices to modern risks related to the massive dissemination of personal data.
  • A closure of the referral, without real examination of the substance, effectively avoiding responsibility for a documented problem.

Conclusion

StarHope maintains a clear position.

  • StarHope acts in the public interest.
  • StarHope does not accept incompetence when it endangers citizens — and exposes it.
  • StarHope identifies a misalignment between the CNIL’s stated mission and its actual implementation.
  • StarHope acknowledges the obsolescence of certain institutional responses in the face of contemporary challenges.

Where some obscure the issue,
StarHope documents.

Where some respond with procedures,
StarHope responds with facts.

Where some close cases,
StarHope opens the debate.

And makes every element public, accessible, and verifiable.
