class=\"wp-block-heading\"><strong>Introduction<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">On December 2, 2025, StarHope filed a referral with the CNIL regarding the systemic exposure of personal addresses through public registries (INPI, BOPI, RNE, Kbis).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A complete, structured, and legally grounded case, supported by concrete evidence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On April 17, 2026, the CNIL responded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">StarHope will not file further referrals, considering the CNIL unfit to address this issue.<br>StarHope does something far more effective: <strong>it holds up a mirror.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What StarHope Observes<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>A minimal response after several months of processing,<\/strong>, with a standardized tone, close to a template or automated reply.<\/li>\n\n\n\n<li><strong>No structured response on the merits<\/strong>, despite a detailed argument based on multiple GDPR articles.<\/li>\n\n\n\n<li><strong>A protection of the existing legal framework<\/strong>, even when it concretely exposes citizens, instead of questioning its adequacy in today\u2019s reality.<\/li>\n\n\n\n<li><strong>An implicit dismissal of the public interest<\/strong>, deemed irrelevant to the analysis, in favor of a strictly procedural approach that obscures the issue.<\/li>\n\n\n\n<li><strong>A protection of existing institutions<\/strong>, rather than a willingness to improve or adapt practices to modern risks related to the massive dissemination of personal data.<\/li>\n\n\n\n<li><strong>A closure of the referral<\/strong>, without real examination of the substance, effectively avoiding responsibility for a documented problem.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">StarHope maintains a clear position.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>StarHope acts in the public interest.<\/li>\n\n\n\n<li>StarHope does not accept incompetence when it endangers citizens \u2014 and exposes it.<\/li>\n\n\n\n<li>StarHope identifies a misalignment between the CNIL\u2019s stated mission and its actual implementation.<\/li>\n\n\n\n<li>StarHope acknowledges the obsolescence of certain institutional responses in the face of contemporary challenges.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Where some obscure the issue,<br>StarHope documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Where some respond with procedures,<br>StarHope responds with
